Council approves Lakeside Well 4R with conditions, denies early occupancy permits

Ryan Showalter and James Cook presented a proposal for Well 4R as a replacement for the Town's existing Well 4; the proposal included adding chemical storage outside the Well 6 building and an estimated completion date of late July or early August if the Council approved the project.
Showalter asked whether the Council would issue building permits for Lakeside while Well 4R was being installed but withhold occupancy permits until after the well was operational; the Council denied that request. Commissioner Newnam moved to approve the Well 4R proposal "pending review and approval by GMB and the Town approving the look of the new chemical storage building," and specified the Town would not issue building permits until Well 4R was in operation and at least 30 days of production numbers had been reviewed; Commissioner Sullivan seconded and the motion passed unanimously.
Council also discussed aesthetic measures to make the revised chemical storage building match the existing Well 6 structure, and requested periodic production reviews every six months until the new water tower is operational. Showalter confirmed Well 4R would provide additional capacity but would not substitute for DRRA requirements. The Council denied an early-occupancy approach and conditioned approvals on engineering sign-offs and appearance review.
