Staff described multiple overflows and a pipe configuration that prevents camera inspection because the line is "wavy" and severely deformed; the project will require excavating the roadway and replacing surrounding soils to properly seat a new pipe.
Director Crockett said the pipe segment sits over an old landfill and acknowledged the work will likely require road repaving: "It's really bad and it's built on top of an old, landfill," he said. Council member Rivera and others asked about soil contamination testing and potential costs for hazardous-material handling; staff said soil analysis and dewatering precautions are included in the scope and that costs could increase if contamination is detected. Council approved the design CSA and authorized the town manager to execute the agreement, 5-0.
