Council adopts ordinance to define and regulate roadside and mobile food vendors

The council approved Ordinance O‑02‑2026 on second reading, updating chapter 11 of the town code to differentiate roadside vendors from mobile food vendors and to set conditions for where and how mobile vendors may operate.

Town Attorney Max Lohman read the ordinance title and an overview into the record, explaining the code now defines roadside vendors and mobile food vendors separately and clarifies where each can operate. He said the ordinance prohibits mobile food vendors on public rights‑of‑way and in most residential zoning districts, but includes exceptions for town‑sponsored events and limited residential circumstances as read into the record.

Lohman summarized key provisions: roadside vendors (non‑food goods or services) may operate on private commercial property in certain commercial and mixed‑use districts with owner authorization and for limited durations; mobile food vendors (food trucks) are allowed in specified districts and may be permitted at town‑sponsored events. In his reading into the record he said residential property can host "1 mobile food vendor size food truck per calendar 0.25 for 1 day only," language the council said they had vetted through prior workshops and would refine if needed.

Council member Chris Castle moved to adopt the ordinance on second reading; the motion was seconded and the ordinance passed by a voice vote of 5–0. Council members noted the item had gone through two workshops and staff input before the final reading.

The ordinance will allow the town to apply consistent rules to food trucks and roadside vendors, and staff said they will return with clarifications if the council determines particular wording needs revision.
