After returning to the item later in the meeting and hearing no public comment, the commission approved the permit with conditions. Translator Christian Vasquez spoke on Soriano’s behalf, saying she bought the property to build a home for her family. Commissioners and staff thanked the translator and clerk for language-access assistance.
