Wasco County delegates noxious-weed enforcement to Soil & Water Conservation District

Wasco County commissioners voted unanimously on April 1 to delegate administration and enforcement of the county's noxious-weed control program to the Wasco County Soil and Water Conservation District (SWCD).
Administrative Officer Tyler Stone told the Board the County's program had been "spun down" in recent years and that delegating authority to the SWCD, which specializes in weed management and grants administration, would consolidate expertise and restore robust oversight. The proposed Intergovernmental Agreement authorizes the SWCD to perform inspections, issue compliance notices, and pursue abatement in the county (except on county-owned property and rights of way). The County will transfer a surplus 1997 Ford F350 equipped with a 500-gallon spray tank to the District to assist operationally.
Vice Chair Philip Brady said grant funds that previously flowed to the county will be redirected to the District to support program continuity. "That is correct," Stone responded when asked whether the county will retain responsibility for public-works rights-of-way while the SWCD executes broader program duties. The Board approved Resolution No. 26-007 authorizing the Intergovernmental Agreement.
