Wasco County renews L3 Harris radio maintenance; approves SAVNS victim-notification IGA

Wasco County commissioners unanimously approved two contracts on April 1: a renewal maintenance contract with L3 Harris Technologies for dispatch radio systems, and an intergovernmental agreement #7154 with the Oregon Department of Corrections to continue participation in the Statewide Automated Victim Notification System (SAVNS).
Dispatch manager Krista Silver told the Board that Harris initially proposed a renewal rate of $98,465 — roughly a $32,000 increase — but after extensive negotiation with county staff and regional partners, the price was reduced to $76,813, representing a more modest three-year increase. "This is a high-priority contract essential for maintaining critical communication with emergency response agencies," Silver said, explaining the system supports the dispatch console that coordinates multi-agency response.
Separately, the Board approved SAVNS Intergovernmental Agreement #7154, which preserves Wasco County's connection to the statewide automated platform that provides victims of violent crime with 24-hour access to offender status and notifications. The Sheriff’s Office noted the program is currently funded by the legislature for an initial term but that continued funding beyond the stated period could require reassessment or future county costs. Both motions passed unanimously.
