Wasco County approves Shamrock AI purchase to automate accounts-payable processing

Wasco County commissioners on April 1 approved a three-year Master Services Agreement with Shamrock Solutions to deploy an AI-based invoice-processing system intended to reduce manual accounts-payable workload and speed vendor payments.
Finance Director Mike Middleton told the Board the proposal — a three-year contract totaling $84,950 — would not replace staff but would automate the "most time-consuming" elements of invoice entry, allowing personnel to focus on oversight. He said the vendor projects a "95% accuracy rate" after a three-month training period and that county information services had reviewed the product. "The primary objective of the software is to eliminate the most time-consuming portion of the Accounts Payable process: manual data entry," Middleton said.
Commissioners asked whether the tool would replace the county's existing Tyler Technologies system; Middleton said Tyler is developing a comparable module but it was not yet available for the county's configuration. Commissioner Jeffrey Justesen moved to approve the Master Services Agreement; the motion passed unanimously.
County officials said the purchase can be covered by existing capital funds and that annual subscription costs will be covered from departmental budgets in subsequent years. The finance director said the solution had been chosen after evaluating alternatives, including an internal proof-of-concept and Tyler Technologies' upcoming module.
