Commission funds opioid positions (50/75 split) and adjusts CIP transfer to preserve mill-levy target

Budget and finance officer Britney Phillips reviewed the budget update and opioid-related staffing requests. She said the commission had already approved a 2.8% cost-of-living adjustment that was incorporated into departmental personnel budgets and presented two opioid funding requests: about $59,200 to fund part of a health-department position and a larger request to fund a community-corrections position tied to recovery court operations.
Phillips explained revenue from opioid-settlement distributions fluctuates and that the county had some carryover. Commissioners debated funding levels and reserves; after discussion the board moved and seconded a motion to fund 50% of the health-department opioid request and 75% of the community-corrections request. The motion passed by voice vote. Later in the session commissioners also moved to reduce the capital-improvement transfer from a previously approved $5,150,000 level to a lower transfer amount to keep the mill levy at 38.012; that motion was seconded and approved.
Phillips said the county will continue to seek grant opportunities and asked departments to identify adjustments if opioid funds taper in future years. The board set next steps for publishing the budget and preparing the public hearing schedule.
