Planning staff brief commissioners on Hamlin Reserve annexation outside Durham's urban growth boundary

Andy Lester, planning staff, presented the Hamlin Reserve annexation as an informational item; staff said the annexation application covers two parcels (22503 and 2523 Hamlin Road) totaling about 42.68 acres proposed for translational zoning to allow a conservation subdivision of up to 81 single-family homes.
Lester told the board the site is outside the county's urban growth boundary (UGB), is currently designated rural and agricultural reserve on the place-type map and that the proposal is therefore inconsistent with the comprehensive plan. He said neighborhood meetings were held and staff received six comments on the rezoning portal, all opposed. The Durham Planning Commission voted 11-0 against the request.
Commissioners asked staff for a fiscal-impact analysis and for inclusion of EMS impacts; Lester said an FIA exists and that staff would provide it to commissioners and work with EMS to include relevant analysis. Commissioners also discussed infrastructure implications (road widths, school transportation lots and sewer/police/EMS capacity) and the limits of county authority when a city council makes the final zoning decision. Staff said written comments for county input are due by October 13 and the case is tentatively scheduled for the city council on November 17.
