Durham delegates to attend NACo peer exchanges on youth justice and behavioral health

Commissioner Jacobs announced Durham County was accepted into a NACo Youth Justice Peer Exchange and that county staff will represent Durham in Pierce County, Washington; Jacobs also said she will attend a NACo behavioral health peer exchange in Henrico County, Virginia.
Commissioner Jacobs told the board that Durham County will participate in a National Association of Counties (NACo) Youth Justice Peer Exchange, and named Crystal Howard Harris and Assistant County Manager Joanne Pierce as county representatives who will attend the Pierce County, Washington event.
"Durham County was accepted into the NACo Youth Justice Peer Exchange, and Crystal Harris and Joanne Pierce will be attending to represent Durham County," Jacobs said. She added that she was accepted into the NACo Fall 2025 Behavioral Health and Crisis Response peer exchange in Henrico County and will attend to gather best practices on diverting behavioral health calls from 911.
Why it matters: peer exchanges are a forum for local governments to share promising practices and for staff to bring back actionable strategies for county programs. Jacobs said she expected to return with information that could inform Durham County's work on behavioral health and 911 diversion.
