Board approves 2025–26 LCAP for county-operated programs

The Solano County Board of Education voted unanimously Wednesday to approve SCOE’s 2025–26 Local Control and Accountability Plan, a state-required document that lays out how the county office will meet student achievement and equity goals under California’s Local Control Funding Formula.
Dr. Garrett presented the final draft and asked the board to consider approval. “I humbly stand before you to request that the board, considers approving our LCAP plan,” Garrett said, thanking students, parents, staff and community partners for input used to shape the document. Trustees praised staff for the work and emphasized the need for the plan’s tasks to include measurable benchmarks and follow-up reports.
Trustees discussed the LCAP’s relationship to county-operated student programs, and several members urged staff to ensure the plan’s metrics account for the unique population SCOE serves. After brief discussion the motion to approve the LCAP was moved by Trustee Sharp, seconded, and adopted unanimously.
What’s next: Staff will continue to monitor the plan’s benchmarks and report progress to the board in regular updates, and will incorporate community feedback gathered during the public hearing held June 11.
