Commissioners ask for annual reporting after county moves Community Schools funds to StudentU

Manager Hager presented a contract for StudentU to administer Durham County’s Community Schools grant and described how the county and partners will pass funds through to program operators.
"So the contract will be with StudentU, and they would pass the dollars to the foundation, if that makes sense," Manager Hager explained when asked how the line item relates to Durham Public Schools funding.
Commissioners sought clarity on reporting: one commissioner read language from the scope of work saying the contractor should “develop and share impact data with Durham County commissioners as requested” and “complete regular reporting as required by Durham County Commissioners,” and asked that those reporting expectations be clarified to ensure an annual FY24–25 report is provided. Manager Hager said staff will add annual reporting to the board package.
Why it matters: Commissioners stressed that because county funds are being used, the board expects yearly impact reporting and transparency on how funds flow when multiple entities (DPS, StudentU, foundations) are involved.
