Commission approves ARPA closeout plan with $10M revenue-replacement transfer and year-end deadlines

The CFO reported specific totals: a Treasury-calculated aggregate loss figure of $142,000,000 (2020—2023) and direct funding receipt of $100,200,000; the commission had previously authorized $17,000,000 for revenue replacement and staff said ARPA expenditures to date were about $83,900,000 with $16,300,000 remaining. Staff recommended immediate authorization to transfer $10,000,000 for revenue replacement, direct $5,900,000 from ARPA CIP into the county CIP for a sheriff lock-and-camera project, and allow the county manager limited authority after a final payment run on Dec. 26 to transfer any residual balance for revenue replacement. Commissioners questioned the effect on ongoing ARPA-funded positions; staff said seven positions had been authorized into the 2025 budget and the rest would end as of Dec. 14 payroll. The board voted to approve the spending plan and the associated resolutions by roll call.
