County approves bridge, park facilities and hospital A/E awards; board splits vote on DEI consulting extension

Purchasing Director Joe Thomas presented four recommendations from the Board of Bids and Contracts: a change order for organizational diversity and inclusion consulting (Hicks Carter Hicks) in the amount of $9,550; a bridge deck overlay project (B547) award to Don Langer & Sons for $339,245.15; base bids to replace east and west Lake Afton Park brick toilet buildings (Conco Inc.) totaling $700,000; and a change order for architectural and engineering services for the county mental health hospital in the amount of $830,346.
Commissioners asked for detail on the Lake Afton project scope and whether showers were included; Project Services (San Angelo) confirmed full demolition and replacement, including showers, and said prefabricated or remodel options were not within budget. The board moved to approve items 2–4 together and pulled item 1 (the DEI contract) for separate discussion.
A later discussion on the DEI consulting modification focused on rebranding and reframing training materials toward respect, belonging and inclusion; commissioners split on the value of continuing the program. Tony Cole, assistant county manager, said the consultant work would help onboard new members of the DEI council and recast materials. The motion to approve the DEI change order ultimately passed with one commissioner recorded as opposing.
