Council considered Ordinance 2026-10 to provide local enforcement tools for 811 (call-before-you-dig) violations. Sponsors said the ordinance would authorize stop-work orders and allow the town to recover costs for damages caused by failure to notify 811.
One council member explained enforcement mechanics: "Basically, you find them in violation, you issue a stop work order. If they don't comply with the stop work order, then they're gonna get additional penalties upon that." The ordinance text lists enforcement authority (town marshal, clerk/treasurer, elected officials or designees), stop-work orders and penalties, and cost recovery options, including placing incurred costs as liens against property as allowed by law.
Council moved to approve the ordinance for a first reading and read the ordinance title aloud. The ordinance will require a second reading and a recorded vote at a future meeting before becoming enforceable.
