Planning Commission backs changes to riverfront SCMU to allow housing and mixed uses, sends recommendation to council

The Clarksville Planning Commission unanimously voted on Nov. 5 to recommend that the Town Council consider amendments to the SCMU riverfront building regulations (ZON25-0001) that would permit a wider set of uses — including small residential buildings and certain commercial uses — and adjust development standards to respond to recent Riverside Drive right-of-way changes. Staff framed the proposal as a narrowly focused amendment affecting the riverfront parcel and an adjacent lot, intended to restore value to property affected by a town right-of-way acquisition.
Neil (staff) summarized the proposal and explained that permitted uses would expand to allow "1, 2 to 4 and 5 unit dwellings by right" and would convert some conditional uses to permitted uses. Town Manager Kevin Beatty described constraints from the Ohio River and base flood elevation, saying in part, "at least 45 of the property is underwater in the Ohio River," and explained how the base flood elevation (BFE) affects first-floor and total building heights. Developer representative Greg Pfeiffer recounted the eminent-domain and mediation context, noting, "So we ended up depositing $720,000," and said the ordinance changes are intended to add value without harming adjacent properties. After discussion of heights, utilities, and possible garage designs (with openings for floodwaters), Commissioner Fisher moved for a favorable recommendation to the council; Commissioner Stimley seconded and the motion carried by voice vote.
The council will receive the Planning Commission's recommendation and may modify the ordinance language, but staff stated that any council changes will return to the commission for concurrence if needed.
