Council and staff agreed the practical next steps are documentary and field work: track down older maps and smoke-test records, clear and re-inspect the suspected main, GPS and inventory manholes and taps, then prepare a legal description and owner notices. Council members asked staff to check both recorded owners and contract holders where a recorded contract may exist before sending notices.
Council asked staff to consult land-use or legal staff (Laurie or otherwise qualified person) on how large a clearance and how deep a working area the town must record in any easement or notice. Staff agreed to email updates while they assemble the requested data and to call another meeting once the information is ready for the council to consider formal action.
