City engineer: lagoon report submitted to DEQ; seepage test planned for September

City Engineer Antonio Conti told the council that the city’s preliminary engineering report for the wastewater lagoon is being submitted to the Idaho Department of Environmental Quality for review and approval. Conti said that, after DEQ approval, the construction design for a UV disinfection system will be submitted for approval.
Conti also reported that lagoon seepage testing has been approved and is scheduled for September when the lagoon will be fuller, which officials said will provide better test conditions. No construction work was authorized at the April 20 meeting; staff will proceed through the DEQ review and subsequent design steps.
