As staff recommended, the pre‑application review deposit was proposed to increase from $200 to $500 to provide a more realistic upfront estimate; the staff report also recommended increasing conditional use permit deposits (staff suggested a $3,000 initial deposit for full applications and $1,500 for minor amendments) and raising site‑plan review deposits from $440 to $2,000. Staff emphasized that the listed amounts are deposits subject to final invoicing and refund of any overage.
Council discussed corrections to the resolution exhibit (header consistency and lot‑line adjustment deposit corrected to $1,300), heard public comment about affordability and transparency, and then approved the resolution by roll call. "It passes," the presiding official said after the roll call recorded ayes. Staff will post corrected exhibit language and pursue implementation with the city’s accounting project codes as described in the staff report.
