Committee reviews RPP application plan for about 2,200 acres north of Eagle

Chair described the Recreation and Public Purposes (RPP) application the city has on file covering roughly 2,200 acres north of Eagle and explained next steps to advance a formal submittal. The RPP requires a specific plan that lists proposed amenities (trails, parking, infrastructure), cost estimates, maintenance plans and a timeframe; the committee discussed preparing those details in parallel with the parks and recreation master plan.

"So this is for that 2,200 acres that's directly in the north of, North of Eagle," Chair said, framing the geographic scope. Members noted BLM remains a necessary partner: the committee previously submitted an Eagle Foothills concept plan (2022) to BLM and will now work toward a more detailed application suitable for an exchange or acquisition process. The Chair said private groups (referred to as Valanova/Valanova-associated group) have initiated a land-exchange submission that could affect the transfer timeline.

Committee members emphasized that the RPP process is lengthy—requiring NEPA and engineering diagrams—and recommended the group focus on a sufficiently detailed concept (not a high-level concept) that includes major infrastructure and budget estimates to improve the city's position in an exchange or application review. The committee asked staff to coordinate stakeholder input and return with a process timeline and list of required deliverables.
