Eagle agency appoints three-member committee to respond to possible state legislation

The Eagle Urban Renewal Agency voted Jan. 20 to create a three-person legislative committee to prepare for potential, fast-moving state legislation that could affect the agency. The committee members named in the motion were Mark Butler, Craig Kwame and Jerry Breakville.
The Chair said the idea is to have a ready-to-use template letter and a small team that could act quickly if legislation affecting urban renewal is introduced. "Ashley can draft a basic letter, that just has the heading and just has an opening so that if something comes up ... myself, Jerry, and Craig can then look it over, sign it, and the 3 of us can go down to the legislature," the Chair said. Legal counsel confirmed that, if the board is comfortable, delegating that limited authority to three members is permissible.
The board moved to appoint the committee, the motion was seconded and the vote was unanimous. The board did not appoint a lobbyist; members noted the agency has not renewed its membership in the Redevelopment Association of Idaho and currently has no lobbyist. The committee was authorized to draft letters and coordinate representation as needed and will report back to the board.
