Commission backs Val Nova Town Center preliminary plat, leaves conduit question to council

The City of Eagle Planning & Zoning Commission recommended approval of the preliminary plat for Val Nova Town Center Subdivision No. 1 (PPDash2025DashO9) conditioned on the staff-recommended site-specific and standard conditions. The applicant described the first phase as 71 units with 1.63 acres of common open space (exceeding minimum requirements) and said the large-lot approval allows up to 148 units for Lot 36.

Kendall Hancey, representing the applicant, summarized the plat and asked that site-specific condition 14 (a requirement to execute pathway easement agreements and list the recorded instrument on the final plat) be removed because a preliminary plat note already addresses ownership and maintenance by the Val Nova HOA. Hancey also asked that condition 23 — a requirement to install conduit for future fiber optic lines and provide GIS coordinates — be removed on the basis that the city's fiber master plan does not currently show an immediate build-out to Lot 36. Planning staff noted that prior approvals and the pump decision required conduit and that removing condition 23 would likely require an amendment at the pump level; staff suggested the council consider the policy question.

Commissioners agreed to forward the plat recommendation while retaining condition 23 for council consideration; the motion to recommend approval with the stated conditions passed by voice vote.

The applicant and staff will work to reconcile plat notes and the draft conditions as the item moves to city council for final action.
