Applicant Megan O'Connor said the change aims to make it possible for a local veterinary clinic to locate in Eagle: "We are looking to open up a vet clinic in Eagle, but struggling to find property where it would be allowed," she told the commission. Under the proposed language, a veterinary animal clinic would operate no more than 12 hours per day and could provide overnight observation when necessary; a veterinary animal hospital would remain subject to more scrutiny as a conditional use to ensure site‑specific impacts are addressed.
Staff recommended language revisions to clearly differentiate the two uses and to make veterinary animal hospitals conditional uses in all districts so council and staff can evaluate 24‑hour operations on a case‑by‑case basis. Commissioners generally supported that approach while refining the language so permitted clinic uses could proceed without adding new outdoor‑activity allowances that would affect neighbors.
