Board approves amendment letting Yesterday Properties seek phased reimbursements; completion extended to 2027

The Eagle Urban Renewal Agency voted Dec. 16 to approve an amendment to the reimbursement agreement with Yesterday Properties LLC that extends the project completion deadline and permits phased reimbursement of public improvements.
Staff told the board the amendment extends the project completion date to March 30, 2027, and specifies phases: phase 1 covers right‑of‑way improvements such as curb and gutter; phase 2 covers right‑of‑way improvements from back of curb to the property line. The amendment does not change the total reimbursement amount, staff said.
Presley Bridal of Langer Labrie Architecture, representing the developer, said the team had not yet secured Ada County Highway District (ACHD) sign‑off and that bonding or impact‑fee discussions may be required. ‘‘We do not have those [power] costs in there,’’ Bridal said, noting power‑service or other utility costs could be pursued later by separate amendment if appropriate. Counsel said the language requires acceptance by applicable agencies but that the board could build flexibility into the contract to avoid payment delays caused solely by agency timing.
A motion to approve Resolution No. 25‑018 authorizing the contract amendment carried on a roll call vote.
