Council moves PILOT ordinance forward after agreeing projected transfers tied to utility rate increases

Manager Bader said the wastewater and stormwater rate structures will fund the pilot at amounts staff presented: "$301,700 in 2026, dollars 401,700 in 2027, dollars 901,700 in 2028 and... dollars 1,201,700 thousand in 2029," he stated (transcript had some garbling in readback, and staff noted numbers during the meeting). Bader said the PILOT amounts increase proportionally with the rate changes. Staff clarified the ordinance is contingent on the second reading and a public hearing on Nov. 4.
Councilman McEwen moved to bring the ordinance back for a second reading and public hearing; the motion passed 4-2. Because final figures and the second vote remain pending, the PILOT is not yet approved for implementation.
