Council approves stormwater rate increases; ERU structure explained

On Oct. 7 the Clarksville Town Council approved a first-reading vote on Ordinance 2025 SWO2 to raise stormwater rates and charges and set a public hearing and second reading for Nov. 4.
Town Manager Bader explained the proposed stormwater schedule: a 22% increase in 2026, 10% in 2027, 7% in 2028 and no increase in 2029. He also explained the ERU (equivalent residential unit) approach used to charge properties proportionally. "Every property in town pays at least 1 ERU," Bader said, describing how commercial facilities pay multiple ERUs based on impervious area; staff gave examples of how ERU counts multiply against the rate.
Council members sought clarity on the percent changes and how the ERU calculation affects bills; staff confirmed the ERU rate will increase by the same percentages and that the schedule moderates after 2026. Councilwoman Henderson moved the ordinance and the motion passed unanimously on first reading. The council will take a second vote after the Nov. 4 public hearing.
