Council approves first-night vote to raise sewage rates; public hearing set for Nov.4

The Clarksville Town Council voted 4-2 on Oct. 7 to approve a first-reading measure authorizing phased increases to sewage-works rates, moving the ordinance to a Nov. 4 public hearing and second reading.
Town Manager Bader said the revised changes call for a 5% increase effective Jan. 1, 2026; then 7% in 2027, 9% in 2028 and 10% in 2029, with additional adjustments for excessive-wastewater surcharges and nonmetered residential users. "The resulting findings indicate there is a need to increase rates and charges to properly operate the system, cover debt obligations and provide for capital improvement projects," Bader said.
During discussion Council members asked for clarification on whether bond-issuance fees and other costs are included in the $25 million authorization tied to utility projects; bond counsel later clarified principal and interest treatment for bonds. Because the ordinance covers a rate change, the council took only a first-night vote and will hold a public hearing and a second vote Nov. 4. The first vote passed 4 in favor and 2 opposed.
