Council approves DORA for South Clarksville redevelopment area

The Clarksville Town Council unanimously approved Ordinance 2025 G19 to create a designated outdoor refreshment area (DORA) in the South Clarksville redevelopment area, excluding Ashland Park.
Manager Bader explained the state amended the Indiana Code in 2023 to allow municipalities to create DORAs that permit adults 21 and older to carry alcohol outside approved retailers within designated boundaries. "Adora allows individuals who are at least 21 years old to purchase alcoholic beverages from approved vendors and retail establishments and carry them outside to be consumed within the DORA boundaries," Bader said. Staff recommended limiting the DORA to the South Clarksville redevelopment area per prior council direction.
Councilman Stotts moved to approve the ordinance and Councilwoman Henderson seconded; the council voted aye on both the first and second readings that same meeting. The next administrative steps are state review by the Indiana Alcohol and Tobacco Commission and, if approved, installing signage and guiding retailers to apply for the DORA designation on their liquor licenses.
