County office outlines charter oversight work and Elite’s upcoming renewal timeline

Solano County Office of Education staff provided trustees an overview of charter oversight activities for Elite Public Schools, spotlighting student outcomes, school supports and the timeline for the charter renewal process.
Jess Bains Wright, director of community partnerships and initiatives, recapped accomplishments at Elite — graduations, partnerships (including a Saint Mary’s scholarship agreement), expanded athletics and a ‘‘Summer of the Stars’’ enrichment program — and noted ongoing work to resolve 2023–24 audit findings with the California Department of Education. She said the school remains in differentiated assistance and that county staff have continued monthly check‑ins and site visits.
County legal/oversight staff reminded the board Elite’s current charter term ends 06/30/2027 and explained renewal timing: petition submission is anticipated in fall 2026 to allow the board’s 90‑day review window, with a decision expected in winter 2027. County staff also said litigation related to a Planning Commission reversal is on the public docket but currently has no hearing scheduled and may include non‑writ claims that can extend timelines.
