Council backs FAA grant application, management contract and pending construction award for airport access road

The council authorized staff and the mayor to sign and accept the FAA grant when awarded, approved a $125,400 construction management contract with Garver contingent on grant award, and accepted a construction bid recommendation of $578,175 to Young's Land Management pending FAA approval.
Rank summarized the benefits: "This is the next priority project... This is the completion of the back 0.5," describing the continuation of the access road begun several years earlier. Council members approved each item on roll call, noting the approvals were contingent on the FAA grant award and associated entitlements.
Staff said the local match is expected to be minimal this year (5%) and that construction would begin in early spring 2027 if the FAA award is received and the city proceeds with the contract actions already recommended by Garver.
