OHM Advisors raises zoning text amendment for indoor recreation; commission to consider DDA master plan steering committee
Summary
OHM Advisors suggested removing the special land use requirement for many indoor recreational uses (escape rooms, indoor golf, gymnasiums, arcades, movie theaters) to make them by-right unless they include outdoor activities or alcohol; commissioners expressed general concurrence and Sprague will draft a zoning text amendment. OHM will also assist the DDA with downtown master-plan updates and may form an ad hoc Planning Commission committee.

During administrative discussion the OHM Advisors’ representative, Justin Sprague, proposed removing the special land use requirement for several indoor recreational uses and instead allowing them as by-right uses in the General Business District unless they propose outdoor activities or serve alcohol. Sprague told commissioners he was "not sold" that such indoor recreational uses need a special land use and said he would research a zoning text amendment.
Commissioners signaled support for the idea, saying that when retail is struggling it may help to reduce permitting burdens for indoor entertainment uses. Sprague also announced that OHM Advisors was authorized by the Downtown Development Authority to assist with an update to the City of Fenton Downtown Master Plan and guidelines; he said Chairperson Schmidt of the DDA may ask 2–3 Planning Commission members to participate on an ad hoc steering committee to work on the update.
