A consultant who had submitted multiple grant applications on behalf of county departments appeared before the board Oct. 21 to provide copies of the applications and apologize for failing to obtain prior county authorization. The consultant, Tashia Dorsey of Freedom Brave Counseling, said she submitted applications for public‑safety vehicles, radios and other equipment as part of outreach to state and federal discretionary programs, and described a mix of private, state and federal opportunities she had pursued.
Commissioners said they were surprised to learn of grant submissions through local news and stressed the county's procurement and budgetary procedures: any purchase above the county's threshold must route through the clerk/commissioners and be consistent with budgeted lines or be presented for budget amendment. The board asked staff to catalog the submitted applications, verify budget availability and, where appropriate, coordinate reimbursement routing through the county treasurer rather than a department account. The consultant accepted the board's request to cease unsanctioned filings and invited the commission to contact her if they want her to pursue future grants under an agreed‑upon engagement.
