Council accepts Republic Services' low bid for refuse and recycling contract

Service Director Joe Shaw reported four bids for the city's residential curbside refuse and recycling contract and recommended the lowest bidder, Allied Waste Services of North America LLC (doing business as Republic Services of Toledo).
Shaw said the winning bid total is $1,067,679.36, slightly less than the current contract value of $1,082,154.56, and that recycling collection costs will remain unchanged while refuse collection per-unit costs would rise modestly. He added the contract includes 3% annual renewals for five years and a rolling three-month fuel surcharge mechanism; the base fuel rate was set at $3.50 to reflect current market conditions.
Council adopted Ordinance 111-2026 accepting the lowest and best bid and authorizing the mayor and finance director to enter into the contract. Council also directed staff to host an informational session on how refuse/recycling charges are collected before next year’s budget cycle.
