Council approves modest increases to assessed accounts for ditches, street trees and lighting

City staff presented annual assessed-account proposals covering ditches/drains, street trees and street lighting and the council approved the related ordinances and resolutions.
Service Director Joe Shaw described an iterative approach to ditch credits with Lucas County and noted the $500 threshold for owner notification; he said 84 properties would be affected at $500 and that letters would go to approximately 100 addresses. On street trees, staff identified about a dozen hazardous trees to be removed and proposed increasing the frontage rate from $0.35 to $0.45 per front foot to generate roughly $29,000 for that capital work. For street lighting, Shaw proposed targeted painting work funded by a small assessment increase across multiple districts to generate roughly $40,000–$50,000 next year.
Council discussed the mechanics of notification and how credits from county ditches affect net costs. Resolutions and ordinances for these assessed accounts were adopted as emergency measures.
