Chesterfield County Council voted Aug. 3 to move forward with placing a 1% capital-project sales tax referendum on the November ballot, subject to approval by the South Carolina Elections Commission. Chair Anderson emphasized the council's role was to offer the question for voters' consideration rather than to implement the tax immediately.
A member of the public raised questions about how a '1¢' option compares to a 13-mill alternative, prompting Chair Anderson to clarify there were two different options in the commission's draft and that tonight's vote was only on whether to put an option before voters. "We're just offering it as an option to our citizens in November," Anderson said. The motion to proceed was made by Mister Ford and seconded by Mister Price; the council voted in favor and the chair announced the motion carried.
The administrator and council members said they will hold town halls and publish informational materials to explain what a 'yes' or 'no' vote would mean for taxpayers and to show the council's comparative options for raising revenue. Miss Stanley reminded members that the South Carolina Elections Commission must approve the question before it appears on the ballot.
