Councilmember (speaker 5) suggested that, given long-term viability concerns for fuel stations, the planning commission consider requiring a decommissioning bond or similar financial assurance as a condition for an SUP; staff and council agreed to research whether insurance or bonds could be used and whether EV charging would be required as part of site plans. No SUP was approved at the meeting; both applications were referred to the planning commission for formal review.
