Mayor (speaker 1) led tributes that highlighted Jonathan Reeves' work as the council's liaison to the animal shelter advisory board, Alisa Bowers' dual experience on staff and as a councilmember, and Mayor Pro Tem Michael Shoop's advocacy for the municipal golf course, parks and the Lonnie Cornwell Memorial Nature Trail. As the mayor said of Reeves, "Jonathan has been an incredible asset to the city council and to the city of Rowlett." Alisa Bowers used her remarks to urge incoming members to "endure the complexity" of local decisions and to treat residents respectfully during zoning and development matters.
State Representative Retta Andrews Bowers attended and presented certificates honoring the departing members and encouraged continuing collaboration across differences. The council presented plaques and an upcoming commemorative street sign for outgoing members and invited families and residents to a reception after the meeting.
The recognitions were ceremonial; no formal policy or budget actions were taken as part of the tributes.
