The ordinance originated with Brian Hitch, the service director; Mann explained she held the item in committee pending a sewer presentation that was delayed. Council members recorded no discussion prior to the final roll call and the ordinance was approved to authorize bid advertising and contract award steps.
Staff later noted the Woodstock sewer project is ongoing and that bids will be sought in the coming weeks; the sewer services contract approved by ordinance creates the authority for the mayor to execute the procurement once the competitive process identifies the lowest responsive and responsible bidder.
