John Delaney said the police package was negotiated to keep officers’ pay competitive with neighboring cities and to align police and fire step schedules. “So it will be a 4 step instead of a 5 step,” Delaney said, describing a structural change to the step schedule. He said the agreement included an equity adjustment (about $1.50 an hour to top and starting steps) and multi-year percentage increases. Delaney also described a policy change capping compensatory‑time banks: “we capped the amount of compensatory time that an officer can earn or or bank at 240 hours.”
Council moved the ordinance and the roll call showed unanimous support, 7–0, placing the police agreement on second reading with emergency passage.
