Residents press council on waterfront, permits, flooding, community center AC and hockey rink

Several speakers raised code-enforcement and permitting concerns: Denise El Juhi asked the council to re-examine application files and inspection evidence for a property on Warwick Drive, alleging inconsistent photos and missing affidavits. Hassan El Juhy described repeated flooding he attributes to his neighbor’s unpermitted additions and asked the council to revoke the permit. Lisonbee Felderhoff detailed structural damage and cited Texas Property Code Section 11.086 regarding diverted water onto neighboring property.
Emily Fox told council the aerobics room at the Rowlett Community Center has a barely working air conditioner that jeopardizes seniors participating in classes and asked the city to prioritize repair or replacement within available budget. "These exercise and aerobics classes were not meant to be performed in 80 degree rooms," she said.
Multiple speakers also urged the council to keep the hockey rink at its current location. These public comments preceded council debate on the rink relocation and debt policies; staff and council acknowledged the concerns and referenced relevant agenda items later in the meeting.
