Council reviews screening‑wall assessment and weighs repair‑or‑replace funding options
Summary
Staff presented a DCCM screening‑wall assessment identifying contiguous walls in scope, recommended priorities, and updated cost estimates; council favored a repair‑as‑needed approach with replacement for critically failing segments and directed staff to bring funding options to the July CIP process.

Public‑works staff presented the completed screening‑wall assessment and gave council the option of replacing entire corridors to a single new standard or pursuing a repair‑and‑replace approach based on condition.
"If we were to replace all the walls rather than repair them...that number is 10.3," staff said when summing an updated full‑replacement estimate; staff then explained an alternative, repair‑focused path with an estimated additional $1 million in partial repairs and $3.3 million total for staged work beyond projects already in design. Staff called Lake Bennett Estates a near‑term project with an updated estimate of $1,466,000 and said that work is at 90% design.
Councilors emphasized addressing safety‑critical failures first and keeping neighborhood character rather than forcing uniform design citywide. Several members preferred funding a steady annual allocation to avoid repeated crises; staff said they would present options (use of reserves, phased debt, or annual set‑asides) during the CIP discussion in July and estimated a 2–3 year window to complete prioritized work if funding is provided.
The assessment also noted that roughly 25% of linear feet in scope are on private property and that replacement of walls on private property will require easements or owner agreement; staff said work could not proceed on private parcels without easements.
