PDC finds Bill Thomas in violation for missing C4 filings; $450 penalty imposed

"If you don't file, you're going to be penalized," Hayward said as he explained the commission's enforcement posture.
The commission recorded the finding of violation and directed staff to implement the penalty and close the case.
