PDC orders redaction for defense attorney who cited threats from former client

At a brief adjudicative proceeding, the Public Disclosure Commission’s presiding officer granted a partial modification to remove a criminal defense attorney’s street address from a C3 campaign disclosure after the attorney described threats and persistent contact from a former client.
PDC staff member Mr. Gaiman presented the request by Kaya Parolo seeking redaction of her full street address from a C3 report associated with the D. Sontag campaign; staff said the Sontag campaign had provided written support for the redaction. Staff framed the legal standard under RCW and the Commission’s WAC rules that allow exempting records when disclosure would present a personal risk to a reasonable person.
Parolo testified that she has represented clients accused of felonies, including some with serious mental-health issues, and described one individual with a delusional belief that they were romantically attached to her and who had persisted in contacting her after release from custody. She said she feared that the individual might try to locate her home and worried for the safety of her children.
Chair Leach found Parolo satisfied the statutory showing and directed staff to redact her street address from the publicly posted filing. Mr. Gaiman confirmed the redaction would remove the street address while city, state and ZIP would remain on the record. The Chair again cautioned petitioners that redaction reduces disclosure but does not guarantee privacy online and that petitioners should remain vigilant.
The Commission instructed staff to issue a written order and to post the redacted record; no public comment was offered on the item.
