Contributor to Tyesha Reid campaign granted street-address redaction after reporting stalking

Chair Leach of the Public Disclosure Commission granted a request to redact a contributor’s street address from a C3 campaign report after the petitioner said disclosure created a personal safety risk.

PDC staff member Jennifer Hansen told the hearing the request concerned a contribution to the Tyesha Reid campaign and that the campaign’s treasurer had provided written permission to allow redaction. Hansen said the request was brought under the Commission’s authority to modify public reporting under RCW 42.17A and the Commission’s WAC rules.

The petitioner, who later corrected the record on her surname to “Gheed,” testified that a coworker has “engaged in behaviors that could be classified as stalking” since the original disclosure and that she had not moved since the filing. She asked the Commission to redact her residence address from the public C3 report because she felt the disclosure made her vulnerable.

Chair Leach granted the request and directed staff to replace the posted report with a redacted version. Leach cautioned that redaction is not a guarantee of privacy online and advised the petitioner to continue personal-safety precautions: “I want you to know that even though we do this, your coworker may still be able to locate you… You should still take precautions for your own personal safety,” he said.

Jennifer Hansen told the petitioner she would receive a written order documenting the decision and that staff would post a redacted version of the record on the PDC website.
