Casey (PDC staff) presented three matters — PDC case 162091 (Shawnee J. Wheeler James), 162098 (Emily Whitman) and 162103 (Elizabeth Krause) — involving active lobbyists who failed to file missing L2 monthly reports for 2023 and did not respond to hearing notices. Staff said these respondents had no prior violations; the base penalty recommended for active filers in this category was $250.
Chair Hayward found the violations and directed that the missing reports be filed and that the respondents pay the $250 penalty. Commissioners noted the importance of timely filings for public disclosure and imposed a four-year condition of no further violations. Casey confirmed respondents had been offered statements of understanding prior to the hearing but had not accepted resolution offers.
