Chair Hayward proposed a $100 penalty but set it aside provided Hillman files the required reports within the commission's usual 30-day timeframe and commits to no further violations for four years. Commissioner Leach supported the disposition and staff agreed to assist Hillman with updated contact information so she could complete the filings.
Hillman: "I... just let this particular part of my job slip and I apologize... I could do it this afternoon." (spoken testimony)
Staff stated the base penalty range for filers with no prior violations who failed to file by the date of the hearing would typically be $0–$250 under WAC penalty guidance.
