Parks staff walked council through the capital improvement program and identified pressing deferred maintenance across the park system, with the Rowlett Community Center (RCC) singled out as an urgent need after recent heavy rains revealed leaks. "Total remaining in the CIP is about $12,400,000," staff said, adding that roughly 77% of the balance is reserved for major projects but that available funds could be reallocated. On the RCC, staff provided an initial roof repair estimate of about $1.5 million and said a full replacement could approach $1.8–$2.0 million depending on scope.
Council members repeatedly urged prioritizing repair and upkeep rather than launching new projects. Members asked staff to work with the parks advisory board to rank urgent items before the budget process, to explore reallocations (for example, bids rejected for a hockey rink leave some capital funds available), and to look for efficiencies such as a consolidated parks maintenance facility. Staff said technical fixes are also needed at the wet zone pool, including pump and electrical upgrades and variable frequency drives to balance water flows; those fixes will likely require additional funding requests.
