Rowlett enables public-art program with new policy; council asks to review costs before acquisitions

Laura Turner, staff liaison for the Arts and Humanities Commission, presented a draft public art policy that defines the program's vision, project types, proposal and selection workflows, selection criteria (including artistic diversity, safety and maintenance), and the deaccessioning process. Turner told council the policy would replace an earlier donation policy and create clearer governance for acquiring and maintaining public artworks.
Council members asked for explicit confirmation that acquisition and maintenance costs would be presented to council for approval before purchases. Turner confirmed the Arts and Humanities Commission is advisory and that the commission would bring proposals, cost estimates and recommended maintenance plans to the council for final approval. The council adopted the resolution establishing the public art policy; the vote recorded at the meeting was six in favor with one abstention.
