Council tables proposed short-term rental rules after owners raise safety and fee concerns

Several residents who operate short-term rentals (STRs) in Rowlett told council they use accessory units to offset rising property taxes and that many hosts live on-site rather than being distant investors. Pascal Payne, who identified herself as a long-term resident and STR operator, said the city was treating on-site hosts as if they were absentee investors and objected to an increase in the annual permitting fee from $500 to $2,000.

"We are not out of town investors or TikTok influencers," Pascal Payne said, urging council to consider how local, owner‑operated STRs differ from absentee investment properties. Jack Huff, another operator, told council the subcommittee presented recommendations without supporting data, and he called the proposed density and signage rules arbitrary and potentially unsafe.

Council members heard repeated concerns about a proposed exterior-sign requirement that, according to some owners, would publicly identify homes that might be unoccupied at times and could create privacy or safety risks. After extended public comment and council discussion — including an acknowledgment by council members that further outreach to owners would be useful — the council voted to table the STR ordinance and related items (6–0, 1 abstention) for further study and for the incoming council to consider revisions.

No final ordinance language was adopted at the meeting; council directed staff and councilmembers to pursue additional engagement and data collection before bringing the matter back for consideration.
