Homeowner Agrees to Remove Sand After Wetlands Violation at 142 Route 87

The Town of Columbia Inland Wetlands and Watercourses Commission reviewed a violation at 142 Route 87 after play sand was placed on the edge of the lakebed. Wetlands Agent Savannah Kitchin told the panel she sent a violation letter on May 28, 2026 and personally delivered it after it was returned; the property owner, Jennifer Stevans, responded promptly.
Jennifer Stevans said she acted out of concern for her grandchildren and did not know the work conflicted with local regulations. She told the Commission she placed approximately “half a truck load of play sand” about 1–2 inches deep on the shoreline and agreed to make her best efforts to remove it. Commissioner Mary Roickle offered to provide contact information and assistance coordinating removal with a front-loader if needed. Kitchin said she will conduct a post-removal inspection to determine whether the violation file can be closed.
